The park district is still short on funding to replace the water system at the golf course, according to Kupper, who suggested sending a letter of assurance to the contractor to ensure the project is completed. 

"If we could somehow get a letter to the contractor stating that, if the funds aren't available in the amount of $30,000 that they're short for the project that we would guarantee that the remainder would be paid to the contractor," he said.

The city commission previously approved a joint powers agreement with the park district for a $100,000 loan to help fund the project.
